Liquor Prices to Rise with HST
When Harmonized Sales Tax (HST), a single tax combining both provincial and federal taxes, is introduced in July 2010 Ontario consumers will see the tax rate charged on liquor decrease, a seemingly positive change for licensed establishments. Currently bars and restaurants must add 10% RST and 5% GST to all liquor sales. Under HST the provincial portion of tax will decrease from 10% to 8%, and HST will be 13% on all liquor sales in bars and restaurants.
As the government expects to lose money as a result of the decrease in the provincial portion of taxes, the taxes that are built into the base price licensees pay for beverage alcohol will increase in order to offset for the anticipated loss in government revenues. ORHMA has had numerous meetings with government officials, including in the Ministry of Finance and the Revenue Minister’s Office, to raise serious concerns about the impact of price increases for licensees.
With the introduction of HST all businesses will receive input tax credits (ITCs) to offset sales tax, however ITCs are not applicable to the increased taxes which are included in the base price that licensees will pay (although ITCs are applicable to other sales tax which is charged on top of the base price). ORHMA is also having discussions with government and other industry partners to understand how HST will impact brewers, distillers and wineries which will likely result in additional increases for licensees.
Licensees who are concerned about price increases are encouraged to contact your local MPP and Premier McGuinty.
